William Rice, M.D. is senior vice president of clinical innovation for St. David’s Healthcare, and the Central and West Texas Division of the Hospital Corporation of America.  In this role, Dr. Rice supports a portfolio of clinical initiatives focused on quality and safety, informatics initiatives focused on usability, variation, advanced analytics and modeling, and works to support a formalized innovation program across the 10,000-employee health system infrastructure.  St. David’s Healthcare has been recognized with a Malcolm Baldrige National Quality Award — the nation’s highest presidential honor for performance excellence in organizations.

In addition to his 14 years of experience in clinical emergency medicine, Dr. Rice has participated in the formation and initial work of a number of early-stage technology, software, security, health services, and biotechnology companies as a founder, mentor, board member, or board chair.  As the founding chairman and CEO of Stat HealthCare, Dr. Rice built one of the largest physician management companies in the United States and managed the business from inception to public offering.

In 2013, Dr. Rice was appointed by the Governor to serve a 4-year term as a member of the CPRIT Oversight Committee, served as Chair between 2013 and 2015, and was reappointed in 2017 by the Speaker.   

Dr. Rice is a former member of the White House Staff, having served as the assistant director for technology development in the Executive Office of the President during 2001. 

He received a bachelor’s degree with high honors from the University of Michigan, a medical degree from the University of Texas Health Science Center at San Antonio, and surgical training at St. Joseph Medical Center in Houston.
